Canada-Mongolia MERIT Project: Strengthening Mongolia’s Civil Service Reform with a focus on Inclusion, Human Rights, and Ethics

The opening ceremony of the Global Affairs Canada funded “Canada-Mongolia MERIT Project”, implemented by Catalyste+ was successfully held at the Tuushin Hotel on May 5, 2025. The opening ceremony was co-hosted by H.E. Sandra Choufani, Ambassador of Canada to Mongolia and Jennifer Adams, Director International Services Catalsyte+.
The Canada-Mongolia MERIT Project, implemented by Catalyste+ sets out a series of specific and practical actions that strengthen the government’s capacity to implement a merit-based civil service with a focus on inclusion, human rights and ethics. Actions build on the results of the first MERIT project, an eight year (2016-2024) governance project, and the UNDPs “Towards a Professional and Citizen Center Civil Service Project” (2018-2023).
This will be achieved by working closely with central Government ministries and agencies, Governors’ Offices and relevant agencies to implement best practices, methodologies, and systems that meet the needs of Mongolians.
The project leverages the expertise of Canadian technical advisors, MERIT staff, local consultants and champions within the civil service at the central and local levels. The project will apply its proven technical assistance model of practical training, mentoring and coaching to build the knowledge and skills of civil servants to advance the civil service reform and to promote citizen’s awareness and participation in democratic processes.
Project partners include the Civil Service Council of Mongolia, the Cabinet Secretariat of Mongolia, Governors’ offices in four provinces, the Human Rights Commission of Mongolia, the National Committee on Gender Equality, and the National Academy of Governance.
Expected Results by 2030: 1. Strengthened, inclusive legal and policy framework that include human rights and ethics, 2. Improved capacity of civil servants to implement and enforce inclusive, ethical legal and policy frameworks 3. Increased accountability of targeted provinces to provide inclusive, citizen-centered services that are accessible and responsive to the needs of citizens, and 4. Increased knowledge and participation of citizens in political processes.
