Catalyste+ Launches Two New Programs
Catalyste+ is thrilled to launch two new programs: Innovative Leadership for Equitable and Accessible Democracy (i-LEAD) and Canada-Mongolia MERIT.

The i-LEAD launch in Da Nang, Vietnam began with an international conference on Responsible Business Practices (RBP) in the Global Green Economy. Over 200 delegates attended the event, including representatives from central government ministries, foreign diplomatic missions, international organizations, and domestic and international business communities, along with Catalyste+ Advisor Wayne St-Amour. Together, they represented a strong affirmation of a shared global direction: Responsible business is the future, and it starts now.
The strong presence and support from government officials of all levels underscored the importance of public-sector leadership in driving the green transition. The conference featured three highly engaging discussions, including an overview of global green economy trends and the shift towards a more sustainable development in Vietnam; insights and lessons from international and domestic enterprises already implementing RBC and environment, social, and governance (ESG) frameworks; and public-private dialogues on recommendations and actionable commitments to accelerate responsible business adoption.
The event was more than dialogue; it was about alignment. Da Nang continues to implement streamlined procedures, innovation incentives, and supportive policies for green technology adoption, responsible production, and sustainable consumption. It demonstrated that sustainability is not just a concept, but a commitment shared by the government, embraced by businesses, and supported by the global community–one that our i-LEAD program is proud to support.

The Canada-Mongolia MERIT project officially launched on October 17, 2025. This five-year initiative (2025–2030) supports the Government of Mongolia’s efforts to strengthen a civil service that is ethical, rights-based, gender-responsive, and, above all, citizen-centered. The launch follows the recent endorsement of the Implementation Plan and Annual Work Plan at the Project Steering Committee (PSC) meeting.
Stephen Daust, Ambassador of Canada to Mongolia, delivered opening remarks highlighting the strong partnership between Canada and Mongolia, grounded in shared values of democracy, human rights, and the rule of law. L. Tsedevsuren, Chairwoman of the Civil Service Council, emphasized the following in her keynote address: “We expect the project will apply tailored Canadian best practices to establish an ethical, professional, and value-driven Mongolian civil service.”
Jennifer Adams, Director of International Services, also delivered welcoming remarks, noting that MERIT is focused on reforming systems and reshaping the relationship between the state and its citizens. Over the next five years, MERIT will collaborate with key partners and provincial governments to build a more professional, inclusive, and accessible public service.
